Boss Inc. is looking for a Payroll Compliance Manager to work for a client in Norfolk, VA.   The Payroll Compliance Manager will ensure regulatory compliance is achieved within the payroll function. Duties include implementation, maintenance and review of payroll processes to maintain accurate records within the payroll system and comply with regulatory requirements.

Job Responsibilities include, but are not limited to:

  • Ensure compliance with legal requirements in accordance with various state and federal requirements to include management and oversight of data processing for child support orders, garnishments, tax lock-in letters and similar deductions mandated by court order, federal or state agencies.

  • Reconcile quarterly and annual payroll tax filings, research and resolve exceptions

  • Identify and apply for tax withholding and unemployment accounts as required by NEXUS

  • Support year end payroll reconciliations and annual payroll tax filings

  • Process weekly payroll under the direction of the Director of Contract Specialists

  • Research and resolve payroll discrepancies, corrections

  • Manage auto-pay rules within UKG

  • Certified payroll reporting

  • Union reporting

  • Liaison between the Accounting and Human Resources departments to include research, review and update of employee profile data to properly process payroll journal entries

  • Management of labor allocations within UKG

  • Maintain UKG general ledger mapping for payroll journal entries under the direction of the CAO

  • Work closely with the Director of Contract Specialists and Human Resources HRIS team on internal control processes and improvements

  • Manage payroll audits and oversight of compliance reporting

  • Monitor key performance indicators and metrics related to payroll compliance

  • Support Contract Specialist team members and other staff in all payroll related functions

  • Other duties as requested by the CFO, CAO or Director of Contract Specialists

Job Requirements:

  • Extensive knowledge of payroll functions including preparation, balancing, internal controls and payroll tax compliance

  • In-depth knowledge of payroll laws, regulations and best practices

  • Knowledge of payroll tax regulations for multi-state employers

  • Attention to detail with a focus on quality, organization and prioritization of tasks

  • Able to manage time to meet weekly processing and reporting deadlines, internal and external

  • Ability to effectively train and mentor team members

  • Proficient in UKG or similar HRIS platform

  • Strong knowledge of MS Office applications, proficiency in Excel required

  • Ability to formulate compliance policies, procedures, and related documentation

  • Exceptional communication and interpersonal skills

Education and Experience:

  • Bachelor’s degree in Accounting, Business Administration, Human Resources or related field preferred

  • Experience with certified payroll, union reporting, collective bargaining agreements required

  • Previous experience as a compliance analyst in a related field

  • Supervisory experience preferred
